Amber Caulkins is a Division Chief for the Army Contracting Command-Rock Island, a major contracting center of the US Army Contracting Command. Her focus is contracting and customer support for Program Executive Office Aviation and the Program Management Office for Apache Sensors, US Army Human Resources Command, US Army Recruitment Command, and customers located in the National Capital Region. In this position, she advises her Executive Director, Commanding Generals and Executive Directors of supported commands and activities on the total contracting process.

Prior to becoming a Division Chief, Amber Caulkins served as the Branch Chief within the Global Reachback Contracting Division, ACC-RI, where she led approximately 30 contracting professionals executing actions in the Sustainment, Reachback, and Logistics Civil Augmentation Program Contracting divisions, as well as the Enhanced Army Global Logistics Enterprise Contracting Office.

She has more than 14 years of acquisition experience, and has held various procuring contracting officer and source selection assignments for the execution and management of services and supplies in both CONUS and contingency environments, including in support of Afghan and Iraq missions and humanitarian efforts in Haiti.

Amber Caulkins graduated from the University of Iowa with a bachelor’s degree in Business Administration.  She earned a Master’s degree in Business Administration from St. Ambrose University.
