Mike Navarre focuses on internal investigations, litigation, compliance counseling and the needs of US government contractors. His experience as an attorney includes representing federal contractors in multi-billion dollar protests at GAO and the Court of Federal Claims and other contractor related litigation. He has first chair in bid protest experience and experience in complex civil trials.
He has represented clients in internal investigations and investigations leading to notifications under the FAR Contractor Code of Business Ethics and Conduct (FAR 52.203-13). These investigations included allegations of employees offering gratuities, corruption, and large-scale Service Contract Act violations. He was also co-counsel for two government contractor employees who sought writs of habeas corpus challenging the military’s constitutional power to try them by court-martial, with military officials abandoning the efforts shortly after the petitions were filed.
Mike currently works for Steptoe & Johnson and serves on the American Bar Association’s Section of Public Contract Law Council. For six years he was co-chair of the Section’s Battlespace and Contingency Procurements Committee. He was previously active duty in the Navy Judge Advocate General’s Corps and currently serves as a Lieutenant Commander in the Navy Reserve. He has served in billets including chief of military justice, staff judge advocate, and as an appellate defense counsel.
