Paul Rosen, the former Chief of Staff at the Department of Homeland Security (DHS), is a partner at Crowell & Moring where he focuses on white-collar defense and government investigations, cybersecurity, and crisis management for individual and corporate clients.

He is also a former federal prosecutor with 12 years of experience in all branches of government, including senior positions at DHS and the Department of Justice, and also as Counsel to then-Senator Joe Biden on the Senate Judiciary Committee.  As a prosecutor, among other assignments, Paul Rosen led fraud investigations in connection with Iraq and Afghanistan reconstruction efforts.

While Chief of Staff at DHS Paul helped manage operations of the third-largest department of government. He oversaw DHS’s response to some of the most sensitive and complex challenges facing the United States, including significant cybersecurity events, such as those associated with the 2016 US Presidential election, the hack of the US Office of Personnel Management, various terrorist attacks, and attacks on critical infrastructure and other national security concerns.
